Historically, not all educational institutions in Russia started the academic year on September 1. For example, during the time of Peter I, in some schools and gymnasiums, instruction began at the end of August, mid-September or October, rural literacy schools began to work from December 1.
Even in the USSR, until the mid-1930s, there was no exact date for the start of the school year. According to the resolution of the Council of People's Commissars of the USSR of August 14, 1930, it was stated only that "all children aged 8-10 years should have been admitted to school in the fall."
After the outbreak of World War I, young socialists came up with the initiative to hold an annual International Youth Day (YYD) in order to conduct anti-war actions and peace lessons in schools in all countries. The date of the YUD, at the suggestion of the Comintern of Youth, since 1932 becomes September 1. And already in 1935, the Council of People's Commissars of the USSR and the Central Committee of the All-Union Communist Party of Bolsheviks determined the same day as a single date for the beginning of the school year in all schools of the Soviet Union. In 1939, on September 1, Nazi Germany unleashed World War II, and the anti-war significance of this date increased
